WCAG 2.2.4 Interruptions is a level AAA success criterion from WCAG 2.0. Interruptions such as alerts can be postponed or suppressed, except emergencies.
Unexpected popups break concentration and screen-reader position.

Browse for a minute. Popups should be easy to postpone.
How to fix
Do not fire a chat or newsletter over the content without a way to switch interruptions off.
